Can't interact with anything in the zone at all. Can't even attack anything.

The zone was revamped at some point and the mob was moved. The one on kerra isle will work.

Agreed, just did this epic a few days ago. The only errors were user errors....

I ran into the same issue this evening. Purrfection was kind enough to offer assistance. So the problem is with Marl Kastane in #zone 414. He doesn't respond to anything and will equip the Blood of Kyrenna, if you try to give it to him. It appears that Marl Kastane in #zone 74, does work. Perhaps the answer is to remove Marl Kastane from #zone 414, have him send you to #zone 74, or just have both Marl Kastane npcs setup with the same quest configuration.
