Ocean of Tears movs bugged

For some reason none of the mobs on the cyclops isle are attackable.  I keep getting "that is not a valid target master" and spell response is "your spell would not have taken hold on that target".

I know others have said they've been able to kill things there so it's possible its my underhill version, but attempts at relogging or reloading the files have not fixed it.
