So was playing around with various clicky items and came across the Dagger of Entrapment from Xerkixh the Creator in Ssra Temple.

Has the effect Atol's Spectral Shackles which is an AoE snare and is a click cast, not worn. However, when using it, gives the error about not being of the race, class, etc. able to use it. Is that an oversight or is that particular item click not supposed to work for anyone like most others do?
