The stats on the pre-raid armors need to be reviewed.
Currently:
Damascus: +20 Heroics (5 for dex) - no level reqs
Infused: +15 Heroics (2 for dex) - lvl 55
Abyss Infused: +38 Heroics (6 for dex) - lvl 70
In my opinion, there should not be any scenario where a 0 level (beginning gear set) with a going rate of 250k in the bazaar has better stats than level 55 gear that's 100kpp per piece. There also should not be any reason to have to downgrade armor until you upgrade it again.
I believe at a minimum, the stats for Damascus and Infused should be swapped to power scale appropriately.
