As there is already a song version, but the level max is a bit low to be useful, esp for charm kiting.

Every class that can charm gets a bupus dire charm, except bards. Given the limited amount of mobs that can actually be charmed in zones I don't see an issue with it. Should bards be able to charm as well as enchanters? No I don't think so but I feel like something could be implemented to help bards not be just a box toon.

Bards can handle single and small group targets in every normal charm zone except the Ashengates. With Fading memories, they can do the single target Assault requests faster than most other classes (all bard charm is going to do is slow this down). They can even off-tank/emergency tank in both Tacvi and NTOV (tested out accidentally by just normal aggro creation). All while putting out 100-150k dps as a melee. I'm actually at the point that I main the bard in most single/duo activities on this server and really only use the Pally in raid and mass pull situations.

If anything the bard hate/lack of viability opinions shared in OOC are ignorant and unfounded.
