I got the soulstone...twice now. and Lirprin does not respond at all when given the stone. Yes I have all the flags needed. Smith dandi just gives it back.not sure what else to try.
Head back to Lirprin, Head of Affairs, and give him the Soulstone of Lanys.
Lirprin, Head of Affairs discusses the process with his assistant. She listens, nodding, then begins work immediately. She takes measurements of your hands and fashions the grip so that it's a perfect fit, then turns to the hot coals of the forge. She selects a brick of fine metal. Her back to you, Dandi hammers away at the metal, sparks flying in all directions. When the job is completed she hands you the blade, still warm. 'Best work I've ever done. I hope it serves you well. Unfortunately the metal I have to work with isn't the recommended 'Velixite'. Based on the description I used the closest thing we have. Also, without an example to work from I had to improvise on a few details that weren't fully described in your documentation.'
You receive Fatestealer, a.k.a. rogue epic 1.5, and 5 AAs.

I have to ask, Who are you giving the soulstone to Smith Dandi or Lirprin? As you just stated both. I will go in and try the hand in again but I need to know if you are trying to hand in to the wrong NPC first.

I have attempted this hand in, seems he is very hungry and not behaving at all the way he did during testing. Sturm says he is going to prepare a lavish feast for him in the near future, and will post once he can be sure Lirprin has had his fill.

As stated i did try it twice since Lirprin did not seem to be part of the quest. Because the guide says he needs a hail before you try the instance piece. since the smith controlled that I assumed Smith was in charge till the end. Smith gave me the stone back so I tried to hand it in to Lirprin. That bfailed so I figured i would try again, and ya he ate that one too. Thanks for the assist!

I fed Lirprin till he puked. He is more agreeable now and promises to not eat items anymore, and to cooperate with players.
He apologizes for being troublesome.
