Thelin Poxbourne is glitched and frozen on the line "I do not have time for this." and will not respond with anything else. Unable to be warped into the other part of Nightmare to do the hedge progression.

That means that someone is either doing the hedge event, and or that they failed it, and the event is not reset yet from the failed attempt, this takes LONG TIME, so just have to be patient.
My guestimate about 2 hours if not more.

he might be ready 45 minutes after a failed attempt, but he might also still be alive for a very long timein the hedge fighting mobs on his own, i seen that happen
so its 45 minutes after he dies, and hein there fighting for an hour or so. you get my point

I looked through the hedge area, Thelin wasn't up in there. And good to know about the reset timer. I'll try again later today.
