Since there isn't anything written here about doing the epic 1.0 I decided to put together a short walkthrough of sorts. Apologies in advance for the grey areas but this should get you there.
OK, first thing's first. As far as I know you still have to be level 50 in order to do the quest. I was 80 already before I attempted it so I can't confirm, but I hear it's the case.
The final turn-in for Ragebringer is 3 different items a pouch and a pair of daggers, and the whole point of the quest is to get those 3 items. The items are as follows:
General's Pouch - Looted from General V'Ghera, who we can spawn in Kithicor forrest but we have to do some leg work first.
Jagged Diamond Dagger - looted from Renux Herkanor during the course of the quest.
Cazic Quill - very rarely dropped by General V'Ghera, so if you don't get luck when you kill him for his pouch, you will have to do an additional fetch quest to get this dagger.
Step 1: Assemble the note, and loot the Jagged Diamond Dagger.
This involves pickpocketing a couple items from a couple rogue GMs and then doing a little run-and-fetch to get the final piece to spawn Renux.

This should place you directly behind Founy Jestands, the dwarf rogue GM. Pickpocket him until he's empty or you've gotten the Stained Parchment Top.
If you pick him empty and he doesn't have the parchment you can either wait about 75 minutes (one full in-game day) for his loot to refresh, or you can kill him but you'll take a faction hit.
Next step is to grab the bottom piece.

Now you are behind Tani N'Mar, the DE rogue GM. Same as Founy for pickpocketing the Stained Parchment Bottom. I personally just killed him when he didn't have it. Didn't make me KoS and he respawned in about 30 minutes.
Now that you have both pieces of the parchment, we have to get Stanos to combine it for us.

This should place you directly behind Anson McBale, who is standing on a rock. Simply hail him and then say "I wish to see Stanos" and Stanos Herkanor will spawn behind you against the wall.
Hand both pieces of the parchment to Stanos and you will receive Combined Parchment in return.
Unfortunately this doesn't do us any good because we can't read it, so we're gonna have to get it translated by our buddy Eldreth in Lake Rathetear
For this step we are going to have to take a few things with us. 100pp and 2 bottles of milk. You can buy the bottles of milk at any cooking vendor, but there happens to be a dude named
Turga right in the zone who sells them, so make sure you have a little over 100pp on you before you zone in.

This should land you right behind Turga, so grab your 2 bottles of milk, and then....

You should now be standing right in front of Eldreth. Hand him the Combined Parchment, 100pp, and the 2 unstacked bottles of milk. You should receive Scribbled Parchment.
Unfortunately Eldreth the Forehead could only decipher the code, the note still needs to be translated.
*****This Step is out of the normal order but I suggest doing it at this point so you only have to track Yendar down once!*****
We need a ground spawn from the Plane of Hate in order to spawn Renux, and now is a better time to get it than after talking to Yendar so you only have to do that bit once.

You should appear in front of a small dresser with a single drawer on it. The Book of Souls spawns on top of this dresser and you should just be able to left-click it to pick it up.
Now that we have the Book, we need to get the note translated and spawn Renux Herkanor.
For this we are going to have to seek the help of a disgusting gnome, Yendar Starpyre in the Steamfont Mountains. Just hold your nose and do it, you can come back and kill him later if it makes you feel better.

I can't give an exact loc here because the little knee-humper roams across the western part of the zone, but a good place to start is the PoK book. If you're not using mq2 it's going to be a lot more difficult to chase him down, but he roams along the path that runs past the PoK book, so if you run around that area doing a /target Yendar eventually you'll find him. He moves pretty quick and doesn't seem to want to stop so you might have to do the hand-in on the fly.
Once you give him the Scribbled Parchment he should hand you back a Tattered Parchment. Now just hand him back the Tattered Parchment along with the Book of Souls, and Renux Herkanor should spawn. She is indifferent, so you have a second to gather your thoughts before killing her but she's a pushover anyways. Quickly stab her full of holes and loot the Jagged Diamond Dagger from her along with the Translated Parchment.
Step 2: General's Pouch and possibly Cazic Quill
Now we are 1/3rd ready for the final turn in, but we still need the General's Pouch and the other dagger.
First thing to do now is get the item we need to spawn General V'Ghera. For that we need to see Stanos again.

This should place you directly behind Anson McBale, who is standing on a rock. Simply hail him and then say "I wish to see Stanos" and Stanos Herkanor will spawn behind you against the wall.
Hand the Translated Parchment to Stanos and in return you should receive a Sealed Box. This is what we need to spawn the General.

This should place you inside a roofless cabin full of Dark Elf mobs, and you should be standing directly in front of Coercer Q'ioul. You can clear the zombies and skellies that aggro you without fear of aggroing any of the DEs.
*****At this point I highly recommend that you kill Coercer Q'ioul and loot the Robe of Ishva in case the General doesn't drop the dagger, because otherwise you will have to wait for him to respawn or get the robe from a pain in the ass mob in South Karana, I will cover the rest of this side-quest at the end of the guide*****
Now after you have looted your Robe of Ishva, simply hand the sealed box to any of the other named Dark Elves inside the cabin. As long as you don't accidently AE them, they shouldn't aggro when you kill the coercer. Make sure you are not sneaking or hiding for this turn in, as it would bug it out on Live. Better safe than sorry.
Once you have handed in the box, the DEs should despawn and General V'Ghera should spawn. Wax him like a hard-wood floor and loot his pouch, and if you are lucky a Cazic Quill.
If you have both daggers and the pouch at this point, then simply return to Stanos and turn in all 3 items at the top of the guide for your Ragebringer, and you can trash or sell your Robe of Ishva. Congrats!!
If you did not get a Cazic Quill to drop from the General then keep reading for the quest to get one.
Step 3: Cazic Quill quest
If like me, you weren't lucky enough to get a Cazic Quill to drop, fear not. We will get it the long way.
For this quest we will need 4 different robes to turn in. You should already have the Robe of Ishva from Coercer Q'ioul in Kithicor, so we're 1/4 of the way done already!
The other 3 robes are:
Shining Metallic Robes - dropped by the ghould arch magus in lower guk or by Yendar Starpyre in Steamfont
Robe of the Oracle - dropped by Oracle of K'arnon in Ocean of Tears
Robe of the Kedge - dropped by Phinigel Atropos in Kedge Keep
Let's start with the Shining Metallic Robe. You can either try for the ghoul arch magus (30 min spawn with a possible ph) or you can refer to the above bit of step 1 and go find Yendar Starpyre again. Personally I prefer any excuse to kill a gnome but your mileage may vary. If you choose to go after the arch magus, the loc is as follows.

Next is the Robe of the Oracle in Ocean of Tears

This should put you on the island right next to the Oracle. Simply send him for a nice, long dirt nap and loot your robe.
Finally is that fish-faced bastard Phinigel Atropos. Getting to him is more painful than a hernia, so I will save you the trouble and provide a loc to his weird chamber of underwater suffering for anyone who played back in the day when epic 1.0 was relevant.

Just swim into his chamber and make him sleep with the fishes.... grats on your last robe, now time to turn them in.
This is easily the most annoying part of the quest in my opinion. I'm still not really sure how this part works because it didn't work the way other guides and walk-throughs told me it would, so i'll tell you how I did it.
For this bit we have to go to Western Karana and talk to a slimeball named Vilnius the Small.
The shortname for Western Karana is all stupid, so just use the zone # instead which is 12.

This should put you up on top of a small hill overlooking a bandit camp. Right next to you should be a mob called "a brigand". This is the ph for Vilnius the Small.
Allegedly at 11pm game time this brigand is supposed to despawn and Vilnius should spawn in his place. I however, had no luck getting this to work but maybe I was hiding or doing something else that screwed up the script.
What I did instead was go into a fit of rage after several hours and murder everything within about 1000 yards, including the entire bandit camp and a few roaming animals that looked at me funny. Don't judge me.
I then went AFK in disgust and ate a few chocolate chip cookies with a glass of goat's milk (that shit is delicious you should try it) and when I cam back, I was staring right at Vilnius the Small.
Simply hand him the 4 robes and he will give you a Cazic Quill in return.

*****Fatestealer Epic 1.5*****
All you need for 1.5 is your Ragebringer and an Orb of Epic power. You can loot these from Mayong Mistmoore in his castle or by doing the alternate potimeb event which you can start by getting a talisman that drops from Quarm, and turning it in to Raistlin Majere in Plane of Time.

There are 2 versions of Raislin here, the one you want is NOT the Young one, but the normal Raislin Majere that is standing near the planar projection. Hail him and he should say something about epics, that way you are 100% sure it's the right one, because as of this posting Sturm will laugh at you for turning your stuff in to the wrong NPC.
Simply hand him the orb and your Ragebringer at the same time, and walla! He'll give you your Fatestealer.
I find the clicky to be a nice boost especially when burning a damage discipline, as it really kicks up your chances of landing triple backstabs.
Hope this guide is helpful to a few people, and anyone please feel free to add anything pertinent or correct anything I got wrong.
